碳市场的建设直接影响中国“双碳”目标的实现和碳中和LNG的发展前景。建议加快推进碳市场和碳交易体系的建设，吸纳更多行业和更多企业参与交易。出台有关管理条例和法律法规，完善交易机制和交易规则，加强对监测、报告和核准机制、碳配额分配机制的监督评估。推动ccer（国家核证自愿减排量）自愿减排机制和碳配额交易的协同发展，开展国际间碳减排互认机制的研究。充分调动能源企业参与碳减排的积极性，通过税收优惠和金融支持等政策，鼓励上游企业和下游用户购买碳中和LNG产品，逐步理顺碳中和贸易中的价格传导机制。
